Eligible, low-income homeowners can get a credit on their water and sewer account. This is through the Home Water Assistance Program (HWAP). The $145 credit is annual and non-refundable.

You do not have to enroll in the Home Water Assistance Program. If you qualify, you will be automatically enrolled.

A credit for $145 will appear on the first DEP bill received after the credit is applied. The transaction will be labeled "NYC Home Water Assistance Credit".

New York City Homeowners are eligible if their property is a one, two, three, or four family home and:

  • They received a Home Energy Assistance Program Regular Heating Benefit for the 2022-2023 heating season, or
  • Had an approved Senior Citizen Homeowners Exemption from the NYC Department of Finance as of March 2023, or
  • Had an approved Disabled Homeowners Exemption from the NYC Department of Finance as of March 2023, or
  • Had an approved Veteran's Exemption 2023

Home Energy Assistance Program (HEAP)

This is a federally funded program. It helps low-income homeowners and renters pay for:

  • Utility bills
  • Heating bills

Senior Citizen Homeowner Exemption (SCHE)

This program provides a reduction of 5% to 50% on New York City's real property tax. This is for seniors age 65 and older.

Only one HWAP credit is issued per HEAP recipient. A HEAP recipient owning more than one property is eligible for only one HWAP credit.
