You can apply for parking permits for:

  • City-owned lots or garages
  • Government employees
  • Non-profit organizations
  • Clergy members

If you display an expired permit, your vehicle is subject to ticketing, towing, or both.

Please note that Department of Transportation (DOT) Permits and Customer Service Representatives are only available by phone. The office is closed to the public for in-person assistance until further notice.

The Parking Reservation System (PRS) website allows the public to reserve parking spaces at City-owned garages. Reservations open on the website five calendar days before the first of the month at 10 AM. All reservations are made for the upcoming month, on a first-come, first-served basis.

A New York State Department of Motor Vehicles driver’s license check is performed at the time of the reservation. Each licensed driver can only make one reservation and receive one permit per garage.

Obtaining a reservation voucher doesn't guarantee that a monthly parking permit will be issued. Before the first day of the following month, you must present the parking reservation voucher e-mail, the permit fee, and NY State driver license at the garage to receive the parking permit. The name on the driver's license must match the name appearing on the reservation confirmation.

On the first day of the month, a limited number of permits will be available for walk-in customers at the garages.

Some City-owned parking lots and garages have spaces available for monthly or quarterly parking. DOT issues permits on a first-come, first-served basis. Fees vary according to location.

Permits are not available for commercial vehicles.

Department of Education

If you're a Department of Education (DOE) employee, you can get a permit that will allow you to park in on-street parking spaces that are reserved for school staff.

You can only use the permit at the school where you work. Parking spaces are available on a first-come, first-served basis. You can request a permit by contacting the principal at your school.

Government Agencies

Government employee parking permits are for official government use.

You can request a permit by contacting your agency’s liaison for parking permits. You should check your parking permit for the locations your permit is valid.

DOT issues parking permits to eligible religious organizations so their clerics may park near houses of worship and hospitals.

Permits allow parking for:

  • Up to 5 hours in No Parking zones adjacent to the house of worship
  • Up to 4 hours at morgues and funeral homes
  • Up to 3 hours in No Parking zones adjacent to hospitals

Clergy Parking Permit applications are only accepted online.

If you have questions about the permit, you can email clergypermit@dot.nyc.gov. Applications or other documents are not accepted at this email address.

The City issued temporary COVID-19 Medical Health On-Street Parking Permits to health care workers in hospitals and medical facilities citywide. Each hospital received a set number of permits.

The permits were valid until June 30, 2022. Vehicles displaying these permits after that date may be ticketed, booted, or towed. Parking violations received while using the permit after that date will not be dismissed and must be paid.

Not-for-profit organizations can request new parking permits or renew existing permits. The permit is valid for one year.

Lost or Stolen Permit

You must file a police report for a lost or stolen permit and submit the incident report to DOT. The incident report must state the permit type and permit number.
