A Construction Labor Provider assigns workers to do construction or manual labor on worksites. It is also known as a “body shop” or temp agency.
If you work for a Construction Labor Provider, you have rights. Your immigration status or arrest record doesn’t matter.
In New York City, a Construction Labor Provider must:
- Be licensed by the Department of Consumer and Worker Protection (DCWP)
- Give you required notices in English and in your primary language for you to sign:
- Notice of Certification
- Notice of Rights, when hired
- Notice of Assignment

You can report a Construction Labor Provider for:
- Operating without a license
- Not giving you required notices
- Not giving you complete or written notices
- Not giving you written notices in your primary language
What Happens Next
If you don't include your address or email with your Service Request, you won't receive follow up. The Department of Consumer and Worker Protection (DCWP) will consider your complaint a tip.
If you include your address, DCWP will mail you a complaint form. You must complete and return it to DCWP. If you provide your email address, you'll get the form by email instead. Check your spam folder if you don't see it in your inbox.
